CESP
The Public Service Commitment Contract (CESP) for dental students.
Offer students starting in their second year and medical residents a monthly stipend; in exchange, recipients commit—for a number of years equal to the period during which they received the stipend, and for a minimum of two years—to establish their practices in areas where continuous access to care is at risk.
The CESP is intended for undergraduate, graduate, and postgraduate students in medicine or dentistry (Article R 631-24-3 – Code of Education).

THE PRINCIPLE
The CESP Principle
- The Public Service Commitment Contract (CESP) was established by the “Hospitals, Patients, Health, and Territories” (HPST) Act of July 21, 2009, which provides that medical and dental students may be granted a monthly stipend beginning in their second year of health studies (starting with their undergraduate studies).
- In exchange for a monthly gross stipend of 1,200€ paid to them, recipients commit to working for a number of years equal to the number of years they received the allowance (with a minimum of 2 years), beginning at the end of their training, in specific locations characterized by insufficient healthcare services or difficulties in accessing care.

WHAT AUDIENCE
Who is affected?
This policy applies to:
- undergraduate students in dentistry,
- graduate students in dentistry,
- graduate students in dentistry.
Eligibility criteria:
To be:
- a dental student, at any point in their program, from thesecond year of study through the final year of residency,
- selected by the CESP selection committee,
- to have been offered a contract following the publication of the ministerial order establishing the number of CESP contracts that students may sign for the academic year.

The application period for the CESP program for the 2026–2027 academic year will open: starting November 2, 2026.

Therefore, applications must be submitted no later than November 20, 2026
– Information session: November 2, 2026, at 12:30 p.m., Paul Parguel Lecture Hall
–Date of the CESP committee meeting: December 1, 2026
Once the application has been approved and the ministerial order establishing the number and distribution of CESP positions available for the academic year has been published, the applicant receives the electronic contract.
The beneficiary must:
- sign their CESP employment contract within 30 days,
- continue to fulfill his training obligation.
