CESP

The Public Service Commitment Contract (CESP) for dental students.

Offer a monthly stipend to students in their fourth year and above, as well as to medical residents; in exchange, recipients commit—for a number of years equal to the duration during which they received the stipend, and for a minimum of two years—to choosing a specialty with low representation or to setting up practice in areas where access to care is at risk.


The CESP is intended for graduate and postgraduate students in medicine or dentistry (Article R 631-24-3Education Code / Art. L632-6 of the Education Code).

THE PRINCIPLE

The CESP Principle

  • The Public Service Commitment Contract (CESP) was established by the “Hospitals, Patients, Health, and Regions” (HPST) Act of July 21, 2009, and provides that medical and dental students may be granted a monthly stipend starting in their fourth year of medical school (beginning with their second cycle of studies).
  • In exchange for a monthly gross stipend of €1,200 paid to them, recipients commit to working for a number of years equal to the duration during which they received the allowance (and for a minimum of two years), starting at the end of their training, in specific locations characterized by insufficient healthcare services or difficulties in accessing care.

WHO IS THE TARGET AUDIENCE?

Who is affected

This provision applies to:

  • graduate students in medicine and dentistry,
  • graduate students in medicine and dentistry,
  • healthcare professionals with foreign degrees from outside the European Union who are authorized to pursue a program to consolidate their skills in medicine or dentistry.

Eligibility requirements:

To be:

  • medical or dental students, at any stage of their studies, from thefourth year of their degree program through the final year of residency,
  • a practitioner with a foreign degree from outside the European Union who is authorized to pursue a program to consolidate their skills in medicine or dentistry,
  • selected by the CESP selection committee,
  • to have been offered a contract following the publication of the ministerial order setting the number of CESP contracts that students may sign for the academic year.

The application period for the CESP program for the 2025–2026 academic year will open: starting October 15, 2025.

Applications must therefore be submitted no later than November 30, 2025

Date of the CESP committee meeting: December 16, 2025

Once the application has been approved and the ministerial order specifying the number and distribution of CESP positions available for the academic year has been published, the applicant will receive the electronic contract.

The beneficiary must:

  • sign their CESP employment contract within 30 days,
  • continue to fulfill their training requirements.
