CESP
The public service commitment contract (CESP) for dentistry students.
Offer students in their fourth year or above and medical interns a monthly allowance in exchange for a commitment to choose a less represented specialty or to set up practice in areas where continuity of access to healthcare is threatened, for a period equal to the number of years during which they received the allowance, and for a minimum of two years.
The CESP is intended for undergraduate and graduate students studying medicine or dentistry (Article R 631 24 3 – Education Code / Art. L632-6 of the Education Code).

THE PRINCIPLE
The CESP principle
- The public service commitment contract (CESP) was created by the "Hospitals, Patients, Health, and Territories" (HPST) Act of July 21, 2009, and provides that medical and dental students may be granted a monthly allowance starting in their fourth year of medical studies (beginning in their second cycle of studies).
- In return for a monthly allowance of €1,200 gross, beneficiaries commit to working for a number of years equal to the number of years during which they received the allowance (and for a minimum of two years) in specific locations characterized by insufficient healthcare provision or difficulties in accessing healthcare, starting from the end of their training.
WHAT AUDIENCE
Who is affected
This measure applies to:
- graduate students in medicine and dentistry,
- postgraduate students in medicine and dentistry,
- practitioners with foreign qualifications from outside the European Union who are authorized to pursue a course of study to consolidate their skills in medicine or dentistry.
The criteria for eligibility:
To be:
- medical or dental student, at any stage of their studies, from thefourth year of study to the final year of residency,
- practitioner with a foreign qualification from outside the European Union authorized to pursue a course of study to consolidate their skills in medicine or dentistry,
- selected by the CESP selection committee,
- to have been offered a contract following the publication of the ministerial decree setting the number of CESP contracts that can be signed by students for the academic year.

The application period for the CESP program for the 2025/2026 academic year will open: on October 15, 2025.

Applications must therefore be submitted no later than November 30, 2025.

Following validation of the application file and publication of the ministerial decree setting the number and distribution of CESP places available for the academic year, the candidate receives the electronic contract.
The beneficiary must:
- sign their CESP employment contract within 30 days,
- continue with their training obligation.
